Hi there,
I'm running Visio 2007 and have created a whole lot of layers and I would
like to order them but can not find out how to do this. How do I move one
layer to the very back?

Layers don't control the shape z-order. But, if you disable all layers
except one, then select all shapes on that layer and send them to the
back. Then re-enable your other layers. I've just tried it, it works.

What controls the z-order is the menu Shape -> Order.
So, you can't set a layer to the back, but by hiding all but one
layer, then selecting all those shapes and sending all those shapes to
the back you may achieve your objective.
