visio toolbar not visible

The application toolbar (File, Edit etc) has disappeared from my Visio
Professional 2003 application. I reinstalled Visio, but the problem persists.
There are no toolbars visible. What is causing it?

Have you try "Tools=>Customize=>Reinitialize" for all the toolsbar appearing
in the toolbar tab.
