I work at a helpdesk. There is a user whose Visio file has text that
'spills' outside text boxes. It only appears this way on his PC, not
on anyone elses. Is there a setting that controls this? I've checked
his Visio options and page settings against other users and they're the
same. He also is set to use the same printer as other users. His
monitor settings are also identical to others. Any ideas?

Does the same thing occur when this user tries to add a text box to a
diagram already created by another user ? What about the other way
round?

Is this always on the same drawing or on old as well as new drawings?
If it only happens on drawings that have been created earlier and just
edited then it is possibly being caused by a shape in the "Documents
Stencil" that has been edited accidentally or on purpose to change the
text settings (Text Transform section) for that shape.

By "text box", exactly what shape do you mean, and from which stencil?

Does the same thing happen to other shapes? Try a shape that has never
been used before.

The text flow on a shape is determined purely by that shape and not by
any other setting.
